     Provides employee incentives, including subsidies for use of high occupancy vehicles to meet commute trip reduction goals.

     Establishes the state capital vehicle parking account.

     Revises provisions for state parking fees.

     Removes statutory barriers for state agencies to use public funds for parking facilities and to support commute trip reduction programs, including the use of state vehicles.

     Exempts higher education institutions.
