     Enhances the enforcement of the prohibitions of sales of tobacco products to minors.

     Requires proof of age prior to purchase.

     Designates the approved locations for vending machines, prohibits the sale of individual tobacco products, and prohibits the distribution to a person at no cost.

     Creates the youth tobacco account.

     Provides the liquor control board with enforcement authorities.

     Establishes civil penalties for violations of the act.

     Preempts local government regulations.

     Increases license fees.
