HB 2072 - DIGEST

     Creates the department of human resources.

     Authorizes appointment of advisory committees if required by federal regulations.

     Conforms existing statutes to the creation of the department.

     Authorizes the delegation of authority to perform administrative and technical personnel activities to state agencies and higher education institutions.

     Creates the Washington management service.

     Transfers powers, duties, and functions of the department of personnel, state personnel board, and higher education personnel board to the new department except for collective bargaining matters, which are transferred to the public employment relations commission.

     Repeals provisions of chapters 28B.16 and 41.06 RCW.
