(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Establishes the career initiative pilot project to provide career opportunities within state agencies to at-risk youth who have a high school diploma or GED.

     Makes an appropriation of two hundred ninety-two thousand dollars to carry out the purposes of the act.
