     Directs each state agency to include in its capital budget request for the 1995-1997 biennium a description of its facility maintenance and management program.

     Directs the office of financial management and the superintendent of public instruction to develop facility management guidelines.

     Provides for establishment of a study group.

     Requires a report by December 1, 1995.
