HB 2091 - DIGEST

     Revises collective bargaining provisions for institutions of higher education.

     Establishes collective bargaining provisions for state employees.

     Transfers all powers, duties, and functions of the department of personnel, the personnel board, and the higher education personnel board pertaining to collective bargaining to the public employment relations commission, except for arbitration procedures to be transferred to the personnel appeals board.
