HB 2092 - DIGEST

     Establishes a state revenue collection limit.

     Requires revenue measures to be within the limit, except in emergency situations.

     Creates a revenue reserve fund.

     Creates the general obligation debt reduction account.

     Repeals provisions of chapter 43.88 and 43.135 RCW.
