     Authorizes a county in which is located a national monument to levy a two percent special excise tax on lodging.

     Restricts the use of the funds for a rest area for tourists.

     Increases permitted excise taxes for other counties from two to three percent.

     Revises ballot propositions to impose the taxes.

     Authorizes public facilities districts located in a county with a population of a million or more to impose an excise tax on persons engaged in a commercial parking business.
