     Establishes procedures to provide specific protections for all residents in long-term care facilities.

     Specifies the rights of the residents and the duties of the long-term care facility.

     Specifies the responsibilities of the long-term care ombudsman agency for inspections and complaint resolution.

     Regulates the transfer or discharge of residents.

     Establishes procedures for resolution of violations of the act.

     Requests a study by the ombudsman on the implementation of the act.

     Authorizes a minimum-stay fee.

     Clarifies visitation rights.

     Makes an appropriation of one hundred fifty thousand dollars to carry out the purposes of the act.
