     Establishes notice requirements prior to seizure of a vessel.

     Establishes procedures for an owner of a vessel to reclaim the vessel after payment of charges.

     Designates procedures for the sale of an unclaimed vessel.

     Repeals RCW 88.12.185, 88.12.195, 88.12.205, 88.12.215, 88.12.218, 88.12.225, and 88.12.370.
