     Directs the secretary of health and social services to utilize a standardized assessment instrument to assess each current resident of a residential habilitation center.

     Designates the required elements of the assessment.

     Encourages community placement where special treatment and care is not required.

     Directs the secretary to develop a plan on the recommended size and services of each residential habilitation center.

     Creates a task force to assist in developing the plan.
