     Declares an intent of the legislature to terminate the payments into the Washington thoroughbred racing fund from licensees of nonprofit race meets until June 1, 1995.

     Provides that one-half of the moneys be redirected to enhanced purses and one-half be deposited in an escrow account and used solely for construction of a new thoroughbred race track facility.
