     Establishes conditions and procedures for annexation petitions.

     Authorizes a boundary review board to consider simultaneously the proposed incorporation of a city or town with an annexation petition.

     Repeals RCW 35.13.175, 35A.14.230, 36.93.115, and 36.93.152.
