     Establishes a program to coordinate and fund up to ten community-based healthy families--Washington home visitor program sites designed to reduce the incidence of child abuse and neglect.

     Specifies application and eligibility requirements.

     Makes an appropriation of one million dollars to carry out the purposes of the act.
