(DIGEST AS ENACTED)

     Provides that moneys from repayment of loans from appropriations from capital bond proceeds may be used for all activities necessary for the proper functioning of the housing assistance and affordable housing programs.

     Includes federally recognized Indian tribes in the list of organizations that may receive assistance.

     Provides that administrative costs shall not exceed four percent of the annual funds.

     Requires compliance with revenue and taxation laws to be eligible for assistance.
