Authorizes an applicant to petition the appropriate growth planning hearings board within twenty days of the denial of a permit relating to affordable housing.
Requires a prompt hearing on the petition and a prompt decision by the board.
Specifies the elements to be considered by the board in reaching its determination.
Provides that the decision and final order of the board shall be binding on the city or county.
