     Requires the capital budget document to contain a statement setting forth a long-range facilities plan that identifies and includes the highest priority needs within affordable spending levels.

     Provides that prepared fiscal notes shall separately identify the fiscal impacts on the operating, capital, and transportation budgets.

     Directs the office of financial management to adopt procedures for reviewing major capital construction projects at the predesign stage to reduce long-term costs and increase facility efficiency.

     Establishes procedures for the transfer of excess appropriations between capital projects.

     Revises the responsibility of the department of general administration for the purchase or lease of real estate required by state agencies to ensure facility efficiency and safety.

     Creates a mechanism to distribute capital costs among agency facilities in Thurston county.

     Creates the Thurston county capital facilities account.

     Requires the evaluation of the need for a central state facilities authority to coordinate the acquisition of state facilities.

     Requires a study of the state's bonding requirements.

     Repeals provisions of chapters 43.82 and 79.24 RCW.
