HB 2313 - DIGEST

     Prohibits the possession of explosive devices, such as pipe bombs, dynamite caps, or illegal fireworks on school grounds.

     Authorizes the possession of chemical devices, such as mace or pepper spray, for self-defense purposes.

     Creates an exemption from the restriction for public inspection of personal information regarding students.

     Authorizes family reconciliation services to include training in parenting, conflict management, and dispute resolution skills.

     Authorizes school districts to delay admission of a transfer student until records are obtained from a previous school district.

     Requires a juvenile diversion agreement to contain provisions describing required conduct and behavior of the juvenile while attending school.

     Authorizes the award of grants for the conduct of school staff development training programs to promote safe schools and to prevent acts of violence.
