     Prohibits possession of a personal protection spray device by a person under eighteen.

     Establishes curfew regulations.

     Increases maximum terms for crimes committed while armed.

     Establishes diversion provisions.

     Establishes penalties for reckless endangerment in the first degree and theft of a firearm.

     Requires racially unbiased disposition procedures.

     Prescribes juvenile and adult court jurisdictions.

     Provides for revocation of juvenile driving privileges.

     Prohibits weapons on school grounds.

     Establishes weapons purchase requirements.

     Requires licensing of firearm dealers.

     Repeals RCW 9.41.030, 9.41.093, 9.41.130, 9.41.150, 9.41.180, 9.41.200, 9.41.210, and 9.41.240.
