HB 2321 - DIGEST

(SUBSTITUTED FOR - SEE 1ST SUB)

     Provides that competitive bidding procedures may be waived by a municipality for:  (a) Purchases that are clearly and legitimately limited to a single source of supply;

     (b) purchases involving special facilities, services, or market conditions;

     (c) purchases in the event of an emergency;

     (d) purchases of insurance or bonds;

     (e) purchases of computer systems; and

     (f) public works in the event of an emergency.
