     Enhances the flexibility by which the plan of government under which a city or town operates may be changed.

     Standardizes the election procedures for the change of government and for the selection of new legislative body members.

     Repeals provisions of chapters 35.17, 35.18, 35A.02, and 35A.06 RCW.
