HB 2344 - DIGEST

     Supports efforts to establish a better balance between accountability for spending public money and flexibility in achieving outcomes that result in greater confidence in government.

     Creates the innovation and efficiency fund for deposit of an amount equal to sixty-five percent of any appropriation not expended by an agency.

     Requires recommendations by agencies of expenditure items that can be eliminated during the ensuing biennium.
