                (SUBSTITUTED FOR - SEE 2ND SUB)

 

     Establishes a three year pilot program to be known as the Washington full employment act.

     Requires all recipients of aid to families with dependent children and of food stamps to participate in the program.

     Encourages on-the-job training and encourages the public and private sector to develop jobs.

     Enhances necessary support services which will include child care, transportation, and health care.

     Provides that participation in the program should not result in reductions of net income to participants.

     Creates a Washington full employment act advisory board.

     Transfers funds for existing assistance programs into the Washington full employment act special fund.

     Requires an evaluation of the program and a report six months prior to the end of the pilot program.
