(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Requires each major appliance processor to annually register with the department.

     Requires the development of guidelines specifying how wastes contained in retired large appliances shall be removed and managed by September 1, 1994.

     Provides civil penalties for noncompliance with the act after a written warning to the violator.
