     Specifies the competitive conditions and rates for providers of alternate operator services or private pay telephone services.

     Establishes fees to defray the costs of an inspection program by the utilities and transportation commission.

     Establishes penalties for a failure of the alternative services to properly register with the commission.

     Designates disclosure requirements for the alternative services which must be provided to the consumer.
