(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Directs DSHS to establish and operate a juvenile offender basic training camp program to provide participants with basic education, prevocational training, work-based learning, live work, work ethic skills, conflict resolution counseling, substance abuse intervention, anger management counseling, and structured intensive physical training.

     Provides for the addition of seventy new beds.

     Directs the department to adopt rules for the safe and effective operation of the boot camp, standards for successful program completion, and rules for the continued after-care supervision of offenders who complete the program.
