     Provides that any health care services plan provided to inmates shall require the inmate to be responsible for a payment of five dollars per medical encounter, in addition to any other financial responsibility the inmate may have for medical care.

     Provides that mental health encounters and prescription visits do not require a co-payment.

     Declares that services shall not be denied if an inmate cannot pay.
