HB 2399 - DIGEST

 

     Provides that parents have the right to know what their children are being taught.

     Requires school districts to make instructional material available for parental inspection.

     Requires parental permission for the placement of a child in a special program or to be taken on field trips.

     Prohibits political activities by school employees on school property.

     Limits testing of pupils to I.Q. tests, or tests of proficiency in basic skills and academic subject matter.

     Designates the elements of a basic education to be afforded the pupils.

     Prohibits psycho-therapeutic techniques and guidance counseling without parental approval.

     Gives parents the right to be informed of student progress and the right of redress for violations of the act.

     Provides for dismissal and right of civil action against school employees who willfully fail to comply with the provisions of the act.
