HB 2411 - DIGEST

     Revises requirements for a license to carry a concealed weapon, and makes a violation a gross misdemeanor offense.

     Requires proof of a satisfactory score on firearm proficiency tests for issuance of a license, but not for renewals.

     Revises the distribution formula for the license fees.

     Requires the director of the department of licensing to submit a plan, by November 15, 1994, for a firearm division within the department.

     Encourages casualty insurers to offer premium reductions to firearm owners who show proficiency in the safe storage and use of firearms.
