HB 2435 - DIGEST

     Authorizes a civil monetary penalty of up to one thousand dollars per violation.

     Prohibits renewal of a driver's license if a person fails to pay the penalty.

     Authorizes the department to enforce the license requirements through issuance of criminal citations.
