     Increases the membership from nine to thirteen.

     Directs the office of financial management to determine the appropriate staffing level for the commission.

     Directs the commission to conduct a study to determine the capacity of correctional facilities and programs that are or will be available.

     Makes an appropriation of one hundred fifty thousand dollars to carry out the purposes of the act.
