     Declares that the pilot projects should aim at creating innovative and streamlined community mental health service delivery systems with incentives that reward efficiency and effect a high-quality continuum of care.

     Encourages DSHS to eliminate any unnecessary rules, eliminate duplication of audits, and to seek waivers of federal or state rules.
