     Declares that the state flood policy is to reduce long-term flood damage in a manner that minimizes adverse impacts on our river systems.

     Requires the development of criteria to evaluate local flood plain management ordinances.

     Provides that a city or county which has not adopted a flood plain ordinance which meets the criteria of the act may not be issued a grant or loan to fund a flood hazard reduction project.

     Requires sellers of property located in an area mapped in the one hundred year flood plain to so inform a buyer.

     Creates a flood hazard reduction task force.

     Authorizes the appeal of a grant or denial of a local flood plain ordinance to the pollution control hearings board.
