(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Directs the commission to develop annually a set of assumptions on which to base a forecast of juvenile institutional population, community supervision population, and rehabilitative needs.

     Requires a four-year projection on an annual basis beginning on December 1, 1994.
