     Requires an environmental impact statement to be prepared for any proposed new metals mining and milling operation.

     Requires identification of potential impacts to fish and wildlife.

     Appoints a metals mining coordinator.

     Establishes requirements for a waste discharge permit.

     Requires a good and sufficient bond.

     Provides for an examination of the economic impact which a proposed mining operation may have on the increased services from public facilities and a determination of what mitigation may be required.

     Authorizes civil actions for damages caused by the operation.

     Declares a moratorium on mining operations using the open pit cyanide heap leach extraction process.

     Establishes special inspection requirements.
