     Restructures and fully funds the state's system of financial aid for students attending institutions of higher education.

     Expands and modifies the state need grant program, the state work-study program, and the educational opportunity grant program.

     Establishing goals for funding needy undergraduate students.

     Repeals RCW 28B.15.065.
