              (DIGEST OF PROPOSED 1ST SUBSTITUTE)

 

     Develops a juvenile offender rehabilitation system that truly emphasizes public safety, offender responsibility, and offender rehabilitation.

     Provides for the appointment of an assistant secretary for juvenile rehabilitation with DSHS.

     Increases the membership of the juvenile disposition standards commission.

     Revises the responsibilities of the commission to develop disposition alternatives.

     Provides for a review of vocational education curriculum in juvenile residential programs.

     Creates a special legislative committee to assess the administration of justice to juvenile offenders.
