(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides that the department of health has a responsibility to protect children and adults from excessive pesticide exposure in public schools and libraries.

     Makes an appropriation of two hundred fifty thousand dollars to carry out the purposes of the act.
