     Requires consideration of family preservation services in predisposition studies.

     Develops alternative goals of care plans to include:  Return to the home of the parent or guardian; relatives or foster care; adoption; guardianship; or independent living, if appropriate at age eighteen.

     Provides that permanency planning is a process which should begin at the time that child welfare services are initially provided and should continue whenever a child is removed from parental custody.

     Does not limit the ability of the agency to petition for termination of parental rights or guardianship.
