(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides that local communities shall be partners with the state in planning, developing, implementing, and administering support systems that are tailored to their unique needs.

     Authorizes local representatives on the family policy council and the community family council.

     Establishes parameters for the community family councils to submit proposals and recommendations regarding local administration of family services by October 30, 1994.

     Revises the responsibilities of the family policy council and the community family councils.

     Terminates the family council by June 30, 2001.

     Makes an appropriation of six million dollars to carry out the purposes of the act.
