HB 2605 - DIGEST

(SUBSTITUTED FOR - SEE 2ND SUB)

     Declares a policy of the state that, by the year 2002, Washington's system of higher education and work force training will be among the five best in the country with funding at ninety percent of an institutions peers nationwide.

     Requires biennium funding levels to remain constant, adjusted for inflation.

     Encourages relief from salary restrictions and other laws and rules governing state agencies if those laws inhibit the institutions from operating in the most effective manner.

     Provides that residents should not be denied an education due to their financial status.
