(DIGEST AS ENACTED)

     Authorizes one pilot project for compliance inspections.

     Provides that no person may employ a person to engage in the trade of plumbing unless that person has a journeyman certificate, specialty certificate, or temporary permit or is supervised by one who has the required documentation.

     Provides that hearings to enforce the requirements shall be conducted before a hearings examiner.

     Provides that each day of violation is a separate infraction with a penalty of two hundred fifty dollars for the first infraction, and one thousand dollars for a second infraction.

     Repeals RCW 18.106.025 and 18.106.260.
