     Deletes the requirement that the vehicle is without a valid, current registration plate.

     Authorizes tow truck operators to be paid for removal of junk vehicles as part of a community revitalization plan.

     Requires an officer to send a notice of infraction to a registered owner who fails to redeem an abandoned vehicle.
