(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Creates a three-year pilot project designed to evaluate the effects of waiving certain financial and administrative requirements for agencies and to provide financial incentives to achieve improved service delivery and efficiency savings.

     Applies to the department of corrections and the department of information services.

     Requires the director of financial management to conduct a study of the costs and benefits of the waivers and incentives.

     Authorizes the efficiency commission to review and evaluate other incentive programs, including those in-state, out-of-state, and in the private sector.
