HB 2767 - DIGEST

 

     Divides the state into watersheds that shall represent one or more of the water resource inventory areas and lists the priority of the watersheds for the purpose of future adjudications.

     Specifies adjudication procedures and certifies a water rights examiner.

     Develops a comprehensive water resource program that shall be the mechanism for making decisions on future water resource allocations in the watershed.

     Imposes fees on water use and creates the water resources protection account.

     Requires, as a matter of the highest priority, cooperation with other states, the federal government, the Northwest power planning council, and water users to assure the protection of water for anadromous fish stocks.

     Establishes two categories of violations punishable under the act.

     Requires rates and charges to water users to encourage conservation.

     Requires the reduction of sewage requiring treatment.

     Develops a general permit system for appropriating water for nonconsumptive, nonbypass uses and a general permit system for appropriating marine waters for use on upland sites.

     Repeals provisions of chapters 90.03 and 90.38 RCW.
