(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides for civil service reform.

     Establishes procedures and requirements for collective bargaining agreements.

     Establishes the position of director of personnel and designates the duties of the position.

     Provides for the comprehensive review of the personnel classification system.

     Authorizes the purchase of services by contract with individuals or businesses in specified circumstances.

     Abolishes the personnel appeals board and transfers its duties and powers to the personnel resources board.

     Provides collective bargaining reform.

     Authorizes the right to strike in specified circumstances.

     Designates unfair labor practice procedure.

     Creates the state employment relations commission.

     Repeals RCW 41.50.804.

     Repeals provisions of chapters 41.06 and 41.64 RCW.
