HB 2829 - DIGEST

     Limits agency rule making to those matters specifically authorized by the legislature or required by federal law, lessens reliance on general grants of authority, and requires grants of rule-making authority to be narrowly construed.

     Repeals RCW 43.21A.080 and 50.12.040.
