     Revises provisions regulating the possession of firearms and dangerous weapons by adults and juveniles.

     Revises licensing procedures for firearms, including restoration of rights to possess firearms.

     Does not require a person to present evidence of satisfactory completion of a safety training course prior to licensing.

     Makes concealed pistol license information available to law enforcement and corrections agencies in an on-line format.

     Allows law enforcement personnel to carry firearms while on or off duty.

     Employees of manufacturers of machine guns, and short-barreled shotguns and rifles must undergo fingerprinting and background checks.

     Provides that juveniles aged sixteen and seventeen will be tried as adults for violent offenses after three previous convictions for serious offenses.

     Regulates firearms dealers.

     Establishes restrictions on the transportation of firearms.

     Provides a structure for the division of juvenile rehabilitation.

     Encourages enhanced educational opportunities for juvenile offenders.

     Establishes a juvenile offender basic training camp program.

     Provides curfew regulations and requires local governments to opt out of the regulation if sufficient bed space is not available.

     Provides procedures for the handling of runaway youths.

     Establishes a legislative study committee to review existing juvenile justice provisions.

     Provides for revocation of juvenile driving privileges.

     Clarifies the jurisdiction of courts for adult and juvenile offenses.

     Prohibits theft of firearms.

     Specifies the elements of the offense of reckless endangerment in the first degree.

     Enhances penalties for offenses committed while armed with a firearm.

     Establishes an advisory panel on firearms, to expire June 30, 1999.

     Limits the possession and use of personal protection spray devices.
