     Provides for the appointment of an assistant secretary of DSHS to administer the juvenile rehabilitation responsibilities of the department.

     Appoints an advisory committee on juvenile justice proportionality.

     Creates a legislative committee to assess the ability and needs of local jurisdictions to address the administration of justice to juvenile offenders.

     Revises juvenile disposition standards and procedures.

     Provides for a juvenile offender basic training camp program.

     Revises provisions relating to crimes committed while armed with a firearm.

     Enacts provisions for curfews and for the problem of runaway youths.

     Revises family and juvenile court jurisdiction.

     Makes substantial revisions to the juvenile justice act of 1977.

     Revises community supervision provisions.
