     Requires each owner, operator, manager, or agent of an adult entertainment business to obtain and maintain a business license.

     Specifies criminal penalties for a failure to obtain the required license.

     Designates procedures for the issuance of a license and for the cancellation or revocation of the license.

     Establishes procedures for the issuance of a performer's license.

     Declares that cities, towns, and counties may further regulate the operation of adult entertainment businesses.

     Establishes procedures for the filing and resolution of complaints against business practices.

     Designates specific restrictions and penalties for allowing persons under the age of eighteen on the business premises.

     Takes effect January 1, 1994.
